A smaller front wheel would have done the same as the gearing an o ring works well as a tire. The pelter unit from a fridge will run the 12 volt fan motor when unpluged and for the higher power has many units connected together you can get the complete fridge from a garage sale for $5 box in the ice to stop the water running down to the hot side.

The comparison between CO2 cartridges and water bottles is a bit more subtle. The amount of energy stored equals (very roughly) E = 0.5 * pressure * volume. SInce the CO2 is at a much higher pressure, the two solutions come reasonably close, energy wise. But to convert that energy into a regulated propulsion is a challenge for the CO2 solution. A 3D printed engine will certainly explode.

Can you power the fly wheel with an electric motor and compare the power you hav put in to the power you can get out?. Maybe with different time spans between in and out?

***Change the design slightly - put slots in the back magnet wheel so the magnets can move back and forth based on RPM maybe you would get some variability in torque base on how much centrifical force the wheel is applying the magnets since the RPM would would be larger when they are at the bottom of the slot and lower at the top of the slot.
